		<description>I solved it. A fluorescent light in another room had been disconnected as part of redecorating. Connecting it back fixed the problem. It had several live and neutral wires and these must have been connected in parallel or series with the other lights. I&#039;m still puzzled why the other lights had live contacts though.</description>
